In the background of a steady growth of domestic macro-economy, small and medium-sized banks witnessed tremendous developments, owing to their flexible management system and efficient decision-making mechanisms. Meanwhile, these banks are faced with gradually increasing pressure from market competition in the complex external circumstances, and the operational risks caused by increased assets and debts can not be ignored. For small and medium-sized banks, the quality and ability of the president is key to the banks’management and risk control. Regulatory authorities have long been focused on the regulation of "number one" in small and medium-sized banks’ operating team Currently, banking regulatory authorities only focus on the investigation into the president’s quality before their access to the market and the afterwords examinations of problems concerning indivduals and banks according to law. For the presidents’performance, duties, evaluation on their work and the dynamimc regulation, the regulatory authorities lack a set of complete and effective means.Based on the literature review, the author finds out the following drawbacks exsiting in the study of the competency model of managerial personnel in commercial banks. First, there is a lack in the study of competency of high-level managerial personnel in commercial banks and the existing studies are limited in the middle and lower level mangerial personel and techinicans in state-owned banks and city commercial banks. Since the competency of high-level personels is vital in the operational performance of small and medium banks, it is necessary to conduct a deep research on it. Second, the existing literature reveals relatively simple methods in constructing competency model, adopting Behavioral Event Interview to acquire competence test items and the objects chosen are mainly excellent presidents, model presidents and advanced workers. In China’s current bank system, there is a lack in universal criteria for performance evaluation. Third, little reserach has been done on the external factors influcencing the competency of banks’managerial personnel and there’s no related literature.To start with, the disseration learns from the research methods and achievements from competency studies abroad and makes creative explorations in the model construction. Based on the constructing methods of non-competency model, the dissertation establishes from the regulator’s perspective a theoretical framework of the presidents’competency of small and medium-sized banks, through case studies, literature research, post analysis.Then, according to the above-mentioned theoretcial framework, this dissertation is engaged in innovation on competence identification, and the criterion sample selection is failed president whose qualifications were canceled by regulatory authorities. Through the ways of case studies, literature research, expert interview and questionnaire, the dissertation presents a "Measuring Scale of the Presidents’ Competency of Small and Medium-sized Banks" and a presidents’ competency model of small and medium-sized banks from the regulator’s perspective is established with collected data from the questionnaire distributed to the regulatory personnel. The outcome of the study is then compared and contrasted with other research concerned.Further more, the dissertation conducts an empirical analysis on the factors concerning the presidents’ competency of small and medium-sized banks. It deems the regulating policies as the external factors, in consideration of the strict regulations from the government and the banks’sensitivity to the outside environment. In the meantime, the dissertation establishes a structural model including regulating policies, enterprise culture, competency of small and medium-sized bank presidents, and conducts empirical studies on the collected data from the questionnaire distributed to banking regulatory personnel nationwide.The conclusions of the dissertation are as follows:First, through case studies, literature research, expert seminar and questionnaire, the dissertation develops "Questionnaire on Presidents’ Competency of Small and Medium-sized Banks", "Questionnaire on Regulating Policies of Small and Medium-sized Banks", "Questionnaire on Enterprise Culture of Small and Medium-sized Banks". Data from the small scale pre-test and the large-scale questionnaire prove that the questionnaires developed have relatively good reliability and validity and they could be learned from in successive studies on small and medium-sized banks. "The Measuring Scale of the Presidents’ Competency of Small and Medium-sized Banks", which is derived from the failure cases of bank presidents, is an original contribution with both theoretical and practical values.Second, through exploratory factor and confirmatory factor anaylsis, the empirical study reveals a three-dimensional competency model of small and medium-sized banks from the perspective of regulating personnel, namely, occupation quality and integrity competency, risk management and control competency, busieness operation and management competency. The occupation quality and integrity competency includes seven competences of ethical values, morality and reputation, banking expertise, deliberate operating sense, strategic thingkings, sensitivity to policy and market, sense of teamwork; the risk management and control competency includes six competences of risk identification and control, compliance management, inner control system, observing regulations and authorization, inner control environment and internal check and examination. Busieness operation and management competency includes the competences of business planning and organizing implementation, crisis handling and resolving, resources distribution, communication and coordination, selecting and assigning posts. The three dimensional structure of president’s competency model and its features demonstrates to a great extent the requirements from the banking regulatory commission on the quality, ability and behavior of presidents in small and medium-sized banks.Third, the result of empirical study shows that there is evident positive correlation between regulating policies and enterprise culture as well as between enterprise culture and presidents’competence of small and medium-sized banks, and enterprise culture serves as intermediate agent between regulating policies and three dimensions of presidents’ competency of small and medium-sized banks. Although the academic circle has reached consensus on the factors determining competency, the existing literature never shows any precedents in putting both the external and internal factors into the same structural model. In doing so, the dissertation takes the impact into consideration. The external factors of regulating policies no longer exert direct influence on the presidents’competency of small and medium-sized banks. Instead, it is the internal factor of enterprise culture that influences the presidents’competency. In other words, enterprise culture becomes a complete intermediate agent between regulating policies and presidents’competency of small and medium-sized banks.
