Enters the new century, the development of circular economy, becomes the universal mutual recognition of human society. The waste electrical and electronic equipment increase 16%-28% every 5 years, 3 times faster than the rise rate of the total waste, the growth rate is the fastest among the world trash. It includes the heavy metal and poisonous materials to be very harmful, if not process properly it may cause serious potential environment harm, Recycle and reuse may effectively avoid the excessively mining of primary resources. In the first half year of 2006, China mechanical and electrical product export reached 244 billion US dollars, accounts for 57% of the total export at same time. After European Union WEEE and ROHS put into practice, 31.7 billion US dollars of China products exportation will be directly influenced occupying 71% the exports of European Union, It set a higher request to the management of the Chinese WEEE processing technology and reverse logistics.Producer's responsibility extends to the product consuming, after collecting, recycling, reuse, and finally handling processes, may promote the environmental protection of the product entire life cycle. This article analysis the respective responsibility benefit relations of the consumer, the producer, the distributor as well as the government by using system economic, proposed the principle of designing system "who produce who responsible for " "who benefits who pays "and the corresponding supply chain product responsibility structure by the goal of the lowest social cost. Subdivided reverse logistics system into distribution planning, inventory control, and production planning. In the foundation of statistical analysis of China electromechanical device exports to the EU members market structure, we introduced the WEEE and ROHS instruction implementation situation and the appraisal of Germany, Holland, England, France which are the first four export amount countries, has analyzed the technical trade measure in the two instructions, in the foundation of introducing the article in the two instructions we studied the two-edged sword effect and the tactic advice to face the technical trade measure.
