Water Conservancy development is related to social development. It is significant to discuss the strategy problem in water science and technique, including developing direction and the key techniques. The coming 10-20 years will be an important period for both developing in society and growing in economy as well as for progressing in Sci-Tech in our country. To study and discuss, therefore, the development strategy of water science and technique is of profound significance.Based on the thought of operational system, compositive evaluation to the development of Hunan water science and technique was made by using DEA model, the output elasticity coefficient between capital and labor input was estimated through Slow produce function and grey system theory, by using the theory and method of correlation and regression,the relationship between the input of water science and technique and the benefit of water was analyzed both quantitatively and qualitatively, the contribution of the input of Hunan water science and technique to the development of Gross economy , the contribution of the input of Hunan water science and technique to the increase of water benefit and that of Hunan water science and technique to the development of Gross economy were also measured, the relations among economic growth, society development, water construction and water science and technique in Hunan Province was analyzed as well as the demands to water science and technique were put forward, the development strategy in Hunan province including objective, task and strategic stress was formulated, and the supports and safeguards system and concrete practical measures in water science and technique were also expounded.
