A Study On Problems And Strategies Existing In The Mineral Resource Management Of Our Country

The mineral resource is the vital part of natural resource, is the essential and basic material of human society development. Continues along with our country economy to develop high speed, the mineral resource is more and more important in national economy function and the status. However, because of the drawbacks of management there are many problems existed in mineral resource of our country, such as universal overdevelopment of mineral resource, the low use efficiency of resources disposition, the unreasonable mining industry economic structure and environment degeneration and so on. Especially, our country is being in the industrial fast development age, the resources demand grows rapidly, the resources shortage is the "bottleneck" which restricts the development of our country and the mineral enterprise. In order to solve these problems, the key strategy is to enhance the efficient management of mineral resource.This thesis takes the management, the administration, the economics, the systems engineering knowledge as the basic theory, using comprehensive research techniques such as empirical analysis, logical inference, qualitative and the quota to analyze the existing problems and reasons in mineral resource management of our country systematically, also, some effective means and measurements to solve the problems has been proposed.This thesis consists of three parts as follows:The first part is about the basic concept and the relevant theories of mineral resource management. The mineral resource is a special material which has special features as non-renewable, may used up, dynamic, unharmonious, and the complex.The mineral resource management is the governmental behavior which takes the government agency as the main part so the management object is the natural the mineral resources and behavior of relative person (natural person and legal person), the management content is widespread, entire, while the goal is to realize the unification of the mineral resource economic, social and the environmental benefit so as to realize mineral resource sustainable development as well as the sustainable development of social economic development.The second part is the analysis of the historical evolution and the realistic problems of mineral resource management in our country. The mineral resource management of our country has experienced three stages as follows: the 1^st stage is from 1949 to 1986. This stage is the high concentrated unified management to the mineral resources in plan management system in our country. The second stage is from 1986 to 1996.
