Franchise Institution Study On Municipal Public Facilities In Beijing

Franchise institution of municipal public facilities is referring the companies and other organizations operate some municipal public facilities when getting the administrative permission. the original system and procedure of planned economy is the bottleneck for developing franchise of municipal facilities, and pose many obstacles for the actual operation of the franchise of municipal facilities, which demand the government taking measures quickly.This paper concludes the process of franchise institution of municipal public facilities and its practice ,and from the supporting the franchise institution,management,public attending,develop the franchise institution and practicing of the franchise institution, author implies the problems of the franchise institution and puts forward some strategies.(1) completing the legal norm of franchise institution, mainly on the system of putting into practice and the system of public attending;(2) making a service government ,mainly on changing the role of government and improve the ability of decision and ability of controlling the project of franchise institution(3) building the environment of franchise institution ,mainly on the perfect the investing environment and changing the system of examining and endorsing .(4) quickening on the marketing of the municipal public facilities, putting through the franchise institution completely considering the Olympic games in 2008.
