Global economic integration and rapidly intensifying international competition has made a perplexing puzzle of human resources management for the transnational corporation. The international environment is rife with complications for HR including political, economic, cultural and social influences. In such an environment, questions of improving staff performance, upgrading company performance, achieving corporate development goals, implementing corporate development strategy, and promoting stability have created bottlenecks in the development of transnational corporations. These corporations need useable management theories and tools to forcefully and quickly resolve these bottlenecks. Performance Management (PM), as the core of strategic human resources management, advocates the ongoing personal development of employees, promotes company achievements and implements enterprise development strategy by improving personal and group performance. Thus PM realizes a common development of enterprises and individuals that provides a sound method for resolving human resource problems in transnational corporations.Combining quantitative and qualitative analysis, the paper studies the PM situation of transnational corporations and, utilizing questionnaires and data processing, analyzes the management environment and factors of influence to uncover problems; e.g. lacking a solid fundamentals, incomplete or inadequate PM system or operating a nonstandard management system. We compare the PM models of outstanding American and Japanese transnational corporations with our research and look deeply into cases of successful, efficacious PM that has produced outstanding transnational corporations. This analysis brings out common characteristics of these most successful organizations and studies what they have to offer transnational corporations that are struggling to implement or improve their corporation's PM.Juxtaposing the current situation with existing problems of transnational corporation's PM, using relevant theory and the PM experience of outstanding transnational corporation management as reference, the paper posits a concrete model of PM and working technique for a transnational corporation. In research to find a successful strategy we begin with construction of a transnational corporation's culture. Starting with creation of corporate culture, to its metamorphosis into a transnational corporate culture fueling high performance, we come to understand the fundamental value of a strong corporate culture on PM. Taking a high performing corporate culture as our basis, we probe the design of a successful transnational corporation's PM system and propose a PM model fundamental to the development strategy of a transnational corporation, i.e. the Trans-National Corporation-Strategic Performance Model or TNC-SPM.
