Systematic Analysis On Industries Choosing In Regional Fiscal Resource Construction Of Guilin

Industries choosing and industries relationship analysis in the regional fiscal resource construction of Guilin are the main purposes of this article, and the industries relationship analysis is particularly stressed.Theories of the industries construction evolution rules are introduced firstly and through analysis on the reality of the fiscal resource structure of Guilin, revealing some inconsequential problems of the industries construction, and the reasons that have decided the industries choosing in regional fiscal resource construction. Secondly the theories of industries choosing are introduced, integrating with the reality of Guilin, to determine the model of correlating analysis. Lastly employing the grey relationship analysis model of the grey system theory to analyze the correlating extent of the fiscal resource structure of Guilin with the data of"Guilin Economic and Social Statistical Yearbook"from the Statistic Bureau of Guilin Govenment.Based on the systems engineering theories, this article takes full use of some domestic and foreign theories on fiscal resource construction, industry structure optimizing and dominant industry choosing, through horizontal and vertical comparative analysis, qualitative and quantitative analysis and theoretical and demonstrating analysis, combining the reality, to study systematically and profoundly the industries choosing and industries relationship. The result is that the fiscal income of Guilin is most related to the third industry, then the secondary industry, and the primary industry is the weakest, that planting dominates in the primary industry while stockbreeding is in the weakest position, that above-scaled manufactures play important roles in the secondary industry while hi-tech industry does not contribute much, and that in the scope of the third industry, tourism is highly related with other industries, but Guilin's tourism and some newly-burgeoned industries ,for example real estate, education and so on, not have obvious contribution to the fiscal income.This study is of great value for establishing the stratagem of industries choosing and industries mutual action in the regional fiscal resource construction and realizing Guilin Govenment's strategical target of the "the Eleventh Five-year Plan" for the fiscal incomes.
