Accompany with the fast growth of our country economy, development and construction project also develop fast, it causes resources lose and ecosystem environment of depravation, makes the antinomy which between the resources and the environment of the current economy turned worse.Act as the basic resourses, water and soil resources are heavly dissipated in the development and construction project. However,it lacks to such important check with the economy value of environment resources in the traditional national economy checks system, the value losing of environment resources are can't reflected in the GDP.This paper chooses the Thermal power item in the Northweat for research object, based on the water and soil conservation documents in the Ministry of water resources, purposes to take the circumstance of the Water and soil resources in the Thermal power item and extract the cost theory of water and soil resources. The primary coverage include:(1) analysis on the feature of water loss and soil erosion of the Thermal power item in the Northwest; (2) analysis on main district, period, reasons of water loss and soil erosion of the Thermal power item; (3) analysis on the water loss producing period, main district, main facters ,main water supplings and recycle-water of the Thermal power item; (4) analysis on the soil occupation and erosion producing period, main district, main various , recycle-land and so on of the Thermal power item; (5) producing the cost theory of water and soil resources of the Thermal power item in the Northwest,includeing five elements,for one ,the water resource cost consists of fifteen facters and the soil resource cost consists of nine facters.
