Planting mulberries, sericiculture, filature and weaving are great creations of the Chinese nation, and are also Chinese people's contribution to the world. At present, the productivity and gross of Chinese silk industry have been the first place in the world. However, the development of Chinese silk industry is facing all-round challenges including diversification of fibers, companies' competition in outside world and developing countries. Though several actions have been taken such as moving mulberry base from east to west engineering, investigations in depth to silk industry and regional economy aren't enough. So, this paper's research not only promote the pross of conversion of our nation from a big country producing silk material and semi-manufactured goods to a strong one producing finishen products, but also improve the ecomic development in western region.Base on the direction of industrial econimics, industry convertion theory and regional development, this paper elabolates the nacessity of our silk industry from eastern areas to western ones. At the same time, it analyses the meanings, requirements and advantages in carrying out the strategy of moving mulberry base from east to west engineering and the fundamental contents of silk industry's transition, and puts forword some suggestions about developing silk industry in western regions.
