The paper aims to explore the strategic ways for Fushun's rejuvenation from the perspective of regional development. Since the 1950s, with enlarged regional disparities, there have emerged many theories and models relating to regional development, including location theory, neoclassical growth theory, export demand models, new geographical economics, economic agglomerations and some new perspectives like regional innovation and leaning. These theories describe the rules of regional economic development, which help Fushun develop its policies for rejuvenation. Because natural resources are becoming weaker now in regional development, the policies are more important. They can foster relative advantages and elevate competitiveness bythrough directing the flow of economic factors and developing favourable environment. In China, the governments have relatively strong influences on different economic resources. The regional economic development is determined largely by the effective policies of local government.More important, for regional policy, is to allow for diversified development paths based on itself advantages. Some beneficial experiences of regional development in developed countries and developing countries are used as reference for Fushun's regional development. They are the rejuvenation of old industrial bases in UK and USA, growth centre strategy in some developing countries and Wenzou's regional innovation environment, Quanzou's industrial clusters, Shanghai's reindustrialisation in our country.Based on the theoretical exploration and empirical analysis, the paper analyses the internal and external environment including strengths, weakness, opportunities and threats, and formulates a set of policies for Fushun's rejuvenation. Fushun' comparative advantages are embodied in its industries and wealth industrial resources. So, further enhancing its industrialization and developing petrol-chemical industrial clusters should be the strategic selection for Fushun's revival and resultant regional development. Importantly, the reindustrialisation should be pushed on the base of new technology and modern economy, thus differentiating traditional industrialization.
