Quality of software is affected by technology, process and people. Software industry is badly depended on people because of its particularity. Therefore, study on people capability is one important content for humuan resource management in software companies. Capability Maturity Model provides is a management model based on process improvement, emphasizing the idea of improving process capability continuously according to some phases.This paper puts forward to consider process capability as one necessarey people capability for software companies and refers to the idea of CMM after analyzing the characteristics of human resource management in software companies. Then, software organizations can continuously improve people capability. Based on deeply studying on the theories of CMM and its application in other fields, this paper comes a conclusion that CMM is applicable in human resource management in software companies.Based on analysis above, this paper brings forward Human Resource Capability Maturity Model (HR-CMM) for software companies. Based on the idea of CMM and considering the features of software companies and its human resource, this paper studies and advances connotation and structure of HR-CMM. Moreover, it analyzes and defines the characteristics and process areas in each maturity. In the fourth charpter, focusing on how to apply HR-CMM, this paper mainly explains assessing method and improvement process when software companies apply HR-CMM. Then, it considers features of human resource in software company and studies much theory, methods and measures of human resource management which were applied and are Suitable in softwar company. After this, it analysizes and develops improving strategies in each maturity level transformation when software companies carry out HR-CMM, such as loyalty survey, succession plan, key people management and so on, which are helpful for software companies to achieve each maturity.At last, making Neusoft as an empiric, this paper analyzes some practices when Neusoft applying HR-CMM. It turns out HR-CMM possesses good application results and meaning.
