Study On The Governance Countermeasures Of Rural People’s Capability Poverty

Poverty has always been the focus of work on agriculture,rural areas and farmers.At present,with the continuous advancement of the targeted poverty alleviation strategy,China is about to achieve victory in poverty alleviation and enter a comprehensive well-off society.This also means that the rural poverty situation will shift from absolute poverty to relative poverty,and poverty reduction will also enter a new stage.This article takes Amartya Sen’s viable capability theory as the theoretical perspective and analysis framework,and takes farmers ’capability poverty as the research object,and analyzes the problem of farmers’ capability poverty in the context of precision poverty alleviation strategy.The essence of poverty in the new stage.In terms of research methods,this article selects L village X in Shiyan City to conduct field surveys.Through data collection and case interviews,it explores the main problems of farmers ’poverty and analyzes the reasons that affect the farmers’ feasible capability.Finally,it puts forward the countermeasures to advance farmers’ capability to alleviate poverty.The thesis consists of five parts:The first part is an introduction,which introduces the reasons for choosing the topic and the significance of the research,a review of domestic and foreign research,research ideas and methods,and possible innovations.The second part is related concepts and theoretical basis.Explains related concepts and introduces the main ideas of the theory of feasible capabilities.The third part is the status quo analysis.Describes the current situation of targeted poverty alleviation and farmers’ capability poverty in village L,county Y,and points out that poor rural areas have poor health,strong vulnerability,insufficient endogenous power,and prominent developmental poverty.The fourth part is the problem analysis and the reason revealing.Firstly,it analyzes the current farmers ’capability poverty from the perspective of instrumental freedom,and then analyzes the reasons for farmers’ capability poverty from the perspective of constructive freedom.Finally,the fifth part puts forward the countermeasures and suggestions for the governance of poverty.It is pointed out that the concept of poverty alleviation should be changed,evaluation standards oriented on feasible capability should be established,the empowerment and empowerment of farmers should be strengthened,a long-term poverty alleviation mechanism centered on capability expansion should be built,and the improvement of farmers ’feasible capability should be promoted in the rural revitalization strategy Promote farmers to share the fruits of social development.
