It is a long time that the extent of incentive to operators of state-owned enterprises separates from the outstanding achievement of the enterprises and the operators' benefit has no guarantee, which sharpens the "entrust-supply" conflict, damages the interest of stockholders and finally caused the enterprises' lack of inner motive power of development.
