| At the turning period of society, there are many abnormal phenomena in the field of scientific and technological premium. An obvious problem in the field is its aberrance. Research on the aberrance of scientific and technological premium domain has not only the theoretical significance of deepen our knowledge of scientific and technological ethics and richen the rules of the scientific and technological field , but also the practice significance of providing countermeasure reference and ensurence of benign circulation. This research is a superficial but beneficial exploration on this problem.Researching on the aberrance of scientific and technological premium can adopt different methods according to different views. From the angle of abnormal sociology ,using collectivism methods, based on the point of the social system, this research provides ,analyses and solves problems in turn, for the purpose of questing the essence,representation ,direct existing root and effective control policy.Based on grasping the essence, actuality and major harm of the aberrance of scientific and technological premium and from the system point, this thesis explores the system of scientific and technological premium, which is the main cause of influencing the aberrance of scientific and technological premium. This thesis gives the definition and components of scientific and technological premium, analyses main shortcomings of scientific and technological premium at present, and discusses the relations between its shortcomings and the aberrance of scientific and technological premium. Finally the thesis provides the effective policy of controlling the aberrance of scientific and technological premium: reforming scientific and technological premium system. |
