The motor industry is a national comprehensive national strength , embodiment of synthesized competitiveness level. It characterized as an industry with strong industry relevancy effect and industry spread effect. And car industry contributes most to GDP and features with the highest technology in motor industry. Its output occupied over half of the motor industry in 2005, and the investment of import technology and R&D are also much higher than other product sectors. After new China is established, our government decided to develop national car industry and relevant strategies were worked out consequently. Nowadays, China's car industry has already passed more than 50 years. however, this special-cared industry doesn't grow up indeed. On the contrary, it appears lack of effective competition, deficiency of proprietary intellectual property, low motivation of independent R&D, unsound innovation mechanism and diseconomy of scale. In the former researches, more emphasis is laid on the static industrial organization of the three main factors: market structure, market behavior and market performance of motor industry by analyzing on the data of a certain year. Certainly these researches can reflect the industrial organization situation of a certain period, but cannot explain the dynamic changes and influence between the three factors. In addition, the deficiency of continuous statistic on car industry, the difficulty of dynamic analysis increased a lot.This research surveyed and studied a large number of domestic and international materials and consults to enterprises on the basis of summarizing former researches, and sketched the outline of the competition situations and development trends of world car industry. According to the difference of competition structure, demand characteristic and policy guidance of different periods of our country of car industry, we attempt to divide the car industry's development history into four stages: Initial stage (1955- 1984) , the formation stage (1985-1997) , the internationalization stage (1998-2003) and localization stage (after 2004). Combining with revised SCP model, which takes the dynamic and mutual influence between the three factors of industrial organization, our analysis specially focused on the last two representative stages, analyzed the updated industrial clusters of car industry and competition structure of main car groups. We also researched the industry policy by comparing the motor industry policy issued in 1994 and in 2004.
