Economic System, Trade Activity And Its System Restriction

The legal systems regulate the economic systems which are related to the relations between the government and enterprises. The different relations with the different impacts on the trade will further influence the economic growth.This article, starting with the analysis of the relations between the government and the enterprises in Kazakhstan Republic under the plan economic system of the Soviet Union, presents that the root causing the improper relation between the government and enterprises lies in that the government has the ownership of the property but not the enterprises which actually depend on the government in terms of the legal entity.Since it got the independence, Kazakhstan Republic has made a series of legislation to reform the economic system solving the problems of the improper relations between the government and the enterprises. Then the government no longer held the property of the enterprises and the enterprises have the ownership of the legal entity as well as the corresponding rights such as property holding , property using, benefiting from property and disposition of the property.Although Kazakhstan Republic has improved the relations between the government and the enterprises with reform but still has some problems reflected in the trade activities. The national enterprises in Kazakhstan Republic are small scaled and weak ;the reform for better and harmonious relations between the government and the enterprises are far from completion ;the central government hasn't enough supports to the weak and small national enterprises in terms of strong systems.The different relations between the government and the enterprises in Kazakhstan Republic, which were formed by different economic systems have very different influences on the trade activities: the one that was made by the plan economy will restrict the economic development; at the same time the one by the market economy will promote the economic development.
