The Effect Research On The Supplies Of Rural Public Goods To Peasantry

After twenty year's reformation, great changes has been taken place in Chinese rural economy, and tremendous success has been acquired in eliminating poverty. But in recent years, the agricultural development has been slowed down, the peasantry burdens has been aggravated, the social problems in underdeveloped area are even more striking. The Three Rural Problem, especially the peasantry problem has hindered the economic development and social progress in our country. The main reason that caused the Three Rural Problem is the supply of public goods in underdeveloped area.Based on the former research, this dissertation defines the concept, theory of rural public goods clearly at first, indicates that rural public goods is such a social goods, which is relative to peasantry's"private goods"and to meet the rural public needs, but peasantry is unwilling to provide it in rural area, with Non-excludability and Non-rivalness. Universality, high dependence, multi-levels are basic characteristics of rural public goods. The dissertation puts an emphasis on the present situation of rural public goods in underdeveloped area, takes infrastructure, education and public health in the rural community for examples and analyzes the present problems in supply level of rural public goods: the infrastructure condition hinder development of rural economy, the deficiency of public health supply and rural education supply, structure unbalance, unfair between city and countryside, unfair among underdeveloped.This dissertation makes Huining as a case, analyzes the effect on peasantry. The effective supplies of rural public goods bring direct and indirect benefit to peasantry: the revenue level is increasing, improve the farming condition, the improvement of rural infrastructure bring convenient to peasantry's life and effect on peasantry's consumption. Although rural public goods bring great benefit to peasantry's farming and life, the"public goods"of rural infrastructure, the characteristic not only results in deficiency of supply in underdeveloped area, but also the benefit is restricted in short order and with time lag. At the same time, with the hindering of opportunity, cost and the anticipative earning in education, the benefit between conditioned peasantry and needy peasantry is unfair.Combining theory with practice, collecting correlative data, using the ways of demonstration and criterion, taking the theory of public goods supply as theoretical frame, enumerating abundant fact and data, this dissertation study on present situation of rural public goods supply and positive & negative effect on peasantry's farming and life, gives some suggestion on how to improve the supply of rural public goods in underdeveloped area: the first, ensure the fair supply. The second, improve the system of supply. The third, establish favorable mechanism. The forth, provide essential law for supply.
