After 20 years of development, China tourism begins to experience a transition period under the dual role of macro environment and industry growth. With the substantial increase in FIT market, the inherent disadvantages of traditional tour group implementation system could not meet the service requirements of new toursim market. Therefore, it is the natural trend of tourism development for destinations to achieve the change of system from group implementation system to FIT implementation system. This paper provides a definition of FIT service system, that is, with FIT's need as a center and destination as a carrier, a perfect and scientific system to supply tourism products and service information in order to meet the FIT physical need and spiritual need. Among the FIT service system, there are four main subsystems including travel information service system, travel reservation service system, travel consumption service system and travel protection service system. Meanwhile, on the basis of such theories as economy, market and toursim, this paper tries to make further research on each element and content for the four major subsystem. Moreover, by referencing experience of Australia and aiming at the current problems of Beijing FIT service system, it also put forward the countermeasures to build Beijing FIT service system.
