By the current system constructing way, a state-owned commercial bank in China is mainly divided into four classes - head office, provincial branch, city branch and sub-branch. Every class has its own natures and characters in aspects of duties, resources (including power, information, etc), working surroundings, operating methods and so on. Among these classes sub-branch is the one, which lies at the frontier, while the entire system is taking wholly developing tactics. Therefore, a sub-branch will inevitably face all kinds of pressures such as developing planning, market promotion, managing efficiency, risks controlling, etc. This is the fact that the developing level of a sub-branch decides the whole system's developing level. So surely the importance of its position can not be ignored.However, during practical developing, most sub-branches blindly carry on their work without considering the factual situation, as a result, the phenomenon of short-term operation often occurs. They are habitually busy on catching up with the goals assigned by their leading branches instead of forming a long-term developing thought, establishing and running practical operating planning.With the practical study on ICBC (Industrial and Commercial Bank of China) Renshou Sub-branch, this essay analyses the elements that prevent sub-branches from establishing managing and developing planning in order to find and discuss the way to solve the above- mentioned problems.
