The Research On Property Conformity Of Shanghai Environment Group

According to the requirement of Shanghai government, Shanghai City Appearance and Environment Sanitation Administrative Bureau change the structure of companies which were directly under it to Shanghai Environment Group(SEG) by property reorganization. After establishment, SEG began its property integration to form an organic vital group so as to increase competitive ability, but in the process of property integration, some problems arise such as failure to unification of strategic integration, losing control of property integration for specialized branches, ect. These are the common problems that appear in property integration of state-owned enterprises. This article use the way that link the theory and practice together to analyze and solve the problems that appear in property integration of state-owned enterprises.The article use the theory of property integration to analyze the reasons of property integration of SEG from different point of view to emphasize that the aim of property integration is to realize the business coordination effects. Then using the frame theory of property integration as an instruction to consummate and deepen the property integration of SEG in five aspects. In the aspect of company strategy integration, this article establishes the grand strategy matrix for the group company as a tool of unifying strategy aim. In the aspect of business integration, for preventing the problem of over diverse businesses, the article suggests to establish a comprehensive project evaluation system as a controlling tool. In the aspect of organization structure integration, the article analyzes the principle of choosing the company organization structure type. In integration of human resource the article suggests adding individualized plan to solve the problem of keeping important intellectuals on the basis of the universal plan. At last, for promoting the property integration of specialized branches and strengthening the effect of group company property integration, the article uses value creation integration frame to integrate those specialized branches and to promote the coordination effects of property integration into cooperation value and to realize the aim of property reorganization in the whole group company.At last the article summarizes elementary achievements of SEG property reorganization in the fields of property rights, industrial scale and competitive ability and recommends useful experience in reorganization for state-owned enterprises such as use wisely the democratic centralism principle, keeping important intellectuals, ect. All those might be useful for property reorganization of state-owned enterprises.
