In the developing history of society and economy, it is easy to find such a fact: on one hand,finance has been playing an important role in the economic developing process,and has become the core of modern economy; on the other hand, along with the amplifying of the economy—accelerating function of finance, financial risks have beening increasing day by day. Now,financial crisis caused by uncontrolled financial risks occurs frequently, and financial safety has become an important factor which influences the safety of a country's economyeven the country itself.More importantly, the New Basle Capital Accord—the "sacred convention" on international banking supervision.will take effect in 2006. The New Basle Capital Accord not only reflects the great change of the rapid-developing modern banking industry,but also embodies the advanced risk-managing technique and strong risk-managing capability; at the same time, it stands for the latest banking risk-managing idea. Now, our country has entered into WTO, and the financial industry of our country has become more open to the world, so our banking industry must speed up to be in line with the international rules and regulations, especially in banking supervision field should obey the New Basle Capital Accord. Therefore ,we must comprehensively and exactly understand the purpose and demands of the the New Basle Capital Accord, and improve supervising methods and tools,renew supervising ideals and knowledge, perfect supervising laws and regulationgs to enhance our banking supervising capability.Based on summarization of relevant theory of banking effective supervision and former rerearching achievements, this thesis reveals the main innovations of...
