With the continuing rapid development in recent years, and the increasing amount of marine fishing, the economic benefits and yields of individual fishing vessel has been decreasing. With implementation of regulation of 200 sea miles exclusive economic zone, the contradiction between fishery resources and fishing capacity become severity. Many studies show that fishing capacity has been well in excess of the rate at which ecosystems could have in fished stock. Marine pollution and Hwnan-induced changes in ecosystems has been threatened the reproducing of marine fishery and aquaculture. How to sustain sustainability of marine fishery becomes a common issue among the international society. In general, the operational concern is the role of subsidies in stimulating overfishing. According to the World Bank's estimate, aggregate global fisheries subsidies are between 14 and 20 billion USD annually. but current global ex-vessel revenues from capture fisheries is at approximately $80 billion.
