Study On Trade Association's Function And Countermeasures Against Trade Friction

After joining the WTO, China's foreign trade has increased sharply, while anti-dumping, anti-subsidy, safeguard measures and technical barriers to trade (TBT) emerge in endlessly. China has gradually entered the trade friction-prone period, which lead to serious losses. In dealing with trade disputes, our government cannot, as before, protect local enterprises, or they may be regarded as non-market administrative intervention, which may trigger off the dispute. And individual enterprise can hardly bear the enormous cost for trade disputes. Under such circumstances, as a kind of non-governmental organization (NGO), trade associations possess the functions the government doesn't have, which can protect the member enterprises publicly in the WTO rules. Therefore, it is very urgent and important to foster trade association, so that it can play an active role in coordinating price, answering anti-dumping and anti-subsidy cases and breaking through TBT and protect the national industrial development.This thesis mainly adopts theoretic analysis, qualitative analysis, comparative analysis and systems analysis. At first, it is a brief overview of the nature, traits and functions of trade associations, as a study theoretical basis. And it analyses the current situation, characteristics and causes of the facing trade friction and points out the impact of the absence of trade association against trade friction. Under the circumstances, it discusses the approaches in which trade association can exert its effect for trade friction. And it analyzes of trade association's strengths, weaknesses, opportunities and threats systematically in dealing with trade disputes in using SWOT analysis. Then it summarizes the experiences in the developed country for reference, through introducing the operation, characteristics and the role in Trade protection and trade promotion of trade association. Finally, based on the above analysis, it puts forward some measures on how to exert trade association special functions against trade friction.
