Study On Grain Quality And Safety System Of Fujian

The people take the food as the day and the food take the grain as the source. The grain is basic material base for humanity to survive and develop. China occupying the world 7% cultivated land supports accounting for the world 22% population. The grain's supply and demand have mainly realized the balance and even good harvest. But with the development of economy and society, pure quantity production method is more and more unsuitable to people's demand and grain quality and safety problems have aroused people's close attention. The grain in the production, the processing, the preserve, the transportation and the sales link all have hidden danger. Management system, regulation system, standard system, inspection system and certification system of grain also have the obvious incompatibility. The supply and the demand of our province grain are contradictory and the problems of grain quality and safety is also serious day by day. Therefore it is necessary and important to research quality and safety system of grain based on our province actual situation. The full text mainly includes six parts.First this paper discusses the conception of grain, food security, grain quality and safety, grain quality and safety system. The grain development efficient principle, information asymmetric theory and exterior effect theory are explained. Then this paper describes the status of quality and safety situation of grain in China and Fujian. And the influential factors of grain quality and safety are discussed, including different periods of production. At this part, the management mechanisms are concretely analyzed, including the management system, regulation system, standard system, inspection system, certification system. On foreign experience and lesson, countermeasures of the grain quality and safety system of Fujian are put forward lastly: (1) to speed up the agricultural environment protection; (2) to enhance organization degree in peasant production and standardization production; (3) to adjust the regulation and strengthen the law enforcement; (4) to implement market access policy; (5) to perfect information publicity system and enhance people's realization of quality and safety.
