This paper embarks upon the four specialized markets in Haicheng Liaoning to make a groping research on industrial clusters.Basing on the studies of the industrial clusters, this paper, gives the precise and logical definitions to the industrial clusters, specialized markets, summarizes the progress of the foreign and domestic researches on industrial clusters from the view of the specialized markets and the degree of industrial clusters effects, and then, appraises the mainly existing problems.On the basis of the above summarization, this paper, quantitatively and qualitatively, analyzes the industrial clusters of Haicheng Liaoning.Firstly, this paper gives an objective and detailed presentation of the economy of Haicheng, including the statistics of some information. Then, the paper gets the LQ of the manufacturing industries of the year of 2003 of Haicheng which mainly focus on the four specialized markets geographically, and makes some conclusions according to the characteristics of the manufacturing industries, such as textiles, bags manufacturing, mental and furniture manufacturing.Then, with the detailed investigation of the development of the four specialized markets of Haicheng, the paper makes a deep research on the interactive systems between the industrial clusters and the specialized markets, and appraises the mainly existing problems, such as being short of the association, the regional brands and the innovative systems, etc..Finally, according to the study and the discussion above, the paper appraises the clusters economy of Haicheng, make an effort to put forward the characteristics of the clusters economy and the countermeasures to perfect the development of the clusters economy of Haicheng.
