Then the regional logistics costs' composing and their influential factors were researched on the basis of the regional logistics system divided into three subsystems: the infrastructure construction network subsystem, the operation subsystem and the management and organization and coordination subsystem. And the regional logistics costs reduce principle were tentative researched by using costs cybernetics, systems engineering, economics, management science, logistics and so on. . The next step is to bring forward the measures to reduce costs, who include the construction of the infrastructure construction network subsystem, the change of operation main body mode and the design of organize framework and the consummate of management and organization and coordination mechanism. At last the Chongqing's logistics costs reduce measures were put forward from this three aspects.
