With the transformation of planning economy system into socialist market economy and the monotonous centralized management into plural democratized management, the past"all-round government"management mode won't conform to the development of economy, politics and society any longer. Social intermediary organization (SIO) as one of the major bodies of public management increasingly constitutes plural management structure with government, other social organizations and individuals to co-manage the more complex and strenuous social public affairs.This dissertation is an elaborate analysis of social intermediary organization from the perspective of public management. It starts from the definition, characteristics and classifications of SIO and examines the different explanations of the rising of SIO made by different disciplines and thereby obtains a comprehensive understanding of the emerging of SIO; it also analyzes the practical implications of developing SIO in China, the public management function of SIO and the relation between government and SIO; by contrasting with the management of Hong Kong's SIO, the author has found the deficit in the development of SIO and come up with some suggestions on its developing and nurturing. Finally, the author reemphasizes the significance and its content of probing SIO from the perspective of public management.
