The Reasearch Of Project Decision-Making And Process Control Of Large Research Institution

Strengthening R&D project management plays important role in enhancing innovative capabilities and obtaining sustainable competitive advantage of corporation. This paper is focus on the decision-making process and control of R&D project of large research institutions. As a result of R&D project's high-complexity and uncertainty, it's hard to evaluate and select it. This paper combined two models to make decision on projects. First, we established Funnel model from environmental and enterprise two aspects, according to this model, we determined the direction of R&D project strategy; Second, we established project selection matrix according to project itself, in project feasibility assessment, we established the multiple attribute synthetic evaluation system for R&D project and introduction of improved error back propagation training artificial neural network (BP neural network) algorithm for synthetic evaluation method of R&D project, through analysis, we proved IRR is better than NPV in project profit evaluation. Based on the statistic analysis of the R&D project risk cases, the main risk factors influencing the development of the project are defined, summarized and classified, then the risk factors of the R&D project are ranked according to the sensitivity analysis, and then built the R&D project risk management models and designed R&D risks early warning system. At last, we designed process of " proactive" management based on the demand of risk management and character of R&D staff.
