While the whole communication industry focuses on the 3G license issue, another kind of service, VoIP also comes to the stage. Kinds of players on this market have started their competition. But there're still many things not clear in China. Is it the proper time to popularize VoIP now? Who will be the exact players? And how to run this new business? The market of VoIP is still not open due to regulation issues, but nobody can hold on the development of new technology and this market is sure to be open someday in future. For this concern, this research will prove to be necessary and valued.This paper starts from the VoIP definition and the service type to launch the discussion. The VoIP service roughly divides into three kinds, and this article emphatically analyzes two kinds of them, which are wide band telephone and instant communication. After that, the second chapter shows us the overseas development of VoIP, and gives out three kinds of operation patterns. The overseas VoIP development has model significance to our country, but can't work perfectly well in our market. While analyzing the domestic VoIP development, the author emphatically discussed the impetus and hindrance factors using the SWOT theory, and also focused on the impact and substitution to traditional voice service.The above analyses make the fourth chapter, which is one of the key chapters, go well. The fourth part talked about the different roles on the value chain of VoIP service. And it also deeply discussed the competition & cooperation relations among them.
