High-tech park is a newly created organization, which aims to accelerate the development of high-tech industries after the World War II. The successful development of high-tech parks in many countries not only fosters the growth of innovative high-tech enterprises, but also forms high-tech clusters and corridors with their own features. China now has fifty-three State-level High-tech Industrial Development Parks (SHIPs), and they play an increasingly significant role in the fast development of China's national economy. The analytical study of government's strategy of attracting foreign direct investment (FDI) deserves intensive research.Based on preferential policies and low business operation cost, SHIPs have become the priority for FDI. However, some current policies and strategies adopted by SHIPs are not consistent with Trade-related Investment Measures (TRIMs). Meanwhile, SHIPs rely too much on preferential policies, which may lead to excessive internal competitions among Chinese SHIPs. The government-dominated managing scheme of SHIPs has shown some deficiencies.This thesis expounds the significance of SHIPs and the vital role played by FDI. It analyzes the characteristics of high-tech industries and summarizes the successful development experience of Silicon Valley and Bangalore. Relevant theories regarding high-tech parks have been incorporated into this thesis. The author also uses the method of SWOT to analyze the comprehensive investment environment of Chinese SHIPs.
