An Inquiry Into The Cause And Measure Of The Runaway Arable Land Protection

A large population but a scarce land in China, the general level of the quality of cultivated land being poor, the lack of the idle land resources and so on, are basic land condition of our country. In these cases, arable land protection (ALP) is the rational and inevitable choice for our country government. With the increasing of population and the developing of economy, the sharp conflict has been increasing among the population, the resources, the environment and the development; it is focus whether there is enough land to produce food for the future generation. How to effectively protect and to reasonably utilize limited arable land is urgent, the measures of ALP have been further enhancing. However, the contrast between the measure and the result indicates that China's ALP system still have some problems which are required reforming and perfecting. In the thesis, the theories of public goods and externalities were employed to research the reason of the runaway ALP. In addition, the insufficiencies in the laws of ALP of our country were discussed preliminarily.Thesis consists of six parts.Part I : The investigative background and purpose were introduced, and the achievements of academic research of ALP were summarized.Part II: The current situation about APL was reviewed and analyzed. On the basis of analyzing the current situation of arable land resources, points out that we'll face more stress in the work of APL.Part III: To seek the academic support, in this part, the author introduced some basic principles of economics, which includes the theories of public goods and externalities.Part IV: The theories of public goods and externalities were employed to research on the public goods attribute and ext rnalities of ALP, which indicates that there are manifold externalities in ALP, for example, the externality of the amount of cultivated land reserved, extension externality, region externality, risk externality and industry externality. The cause in economics for runaway ALP has been revealed by analyzing several externalities of ALP.
