This article provides an empirical analysis on transition, present status, existing problems and significance of regulation of industrial structure of Dachang Township in Baoshan District of Shanghai, as Shanghai's suburb undergoing urbanization by virtues of research methods of fields concerned such as industrial economics, regional economics and developmental economics.This paper puts forward pertinent countermeasures and suggestions to regulation of industrial structure of Dachang Township from the following two aspects:Firstly, this paper puts forward existing problems in regulation of industrial structure of Dachang Township and specifies orientation of regulation in the following respects such as regulation of industrial distribution, elimination of polluting enterprises, liquidizing of remnant assets, development of urban industry, enhancing innovation ability, strengthening cooperation between universities and industries, rational distribution of resources and deepening tertiary industry.Secondly, according to requirement of regulation of industrial structure, this paper proposes facilitating employment system innovation, education and training system innovation, land system innovation and social security system reforming; transforming governmental functions to enhance the service consciousness and rationalizing rural collective economic organization system to clarification of property rights, and fostering regional trade organization to strengthen self-supervision of enterprises; proposes structural regulation and mechanism innovation, including eight specific countermeasures such as bringing in talents, mobilizing the initiative and creativity of talents, changing their minds, courageous in innovation, daring to braze new trails, never slackening our effort.
