The Research Into The Government's Policies On The Patent Stratagem In China

The influence and significance of patent stratagem mainly manifest themselves in such mechanisms as motivation, adjustment and assurance. The patent system plays an active role in encouraging technology invention, protecting patent achievements and promoting patent transformations and accordingly achieves the purposes of strengthening the core competition and protecting patent rights. By encouraging invention and creativity and technology originality, the patent stratagem further develop measures and environment for protecting patents and consequently promote patent technologies in the market and industry. This thesis is based upon the value and standard of the patent stratagem. It makes an analysis of the reality of the patent stratagem in China, particularly in Zhejiang Province, with an aim to finding out the current problems of patents and making relevant suggestions in the policy level.This paper draws on many research methodologies such as literature research, empirical research, policy research, comparative research and strategic research, and so on. First of all, with the literature review, it outlines the historical development and current situation of the patent stratagem in China. Then, it analyses the problems of the patent stratagem and explores thoroughly from the perspectives of policy elements and strategy framework, by means of displaying achievements in patent stratagem in Zhejiang Province with empirical data. At last, by comparing the overseas successful experience and the policies in other provinces in China, it makes relevant suggestions on promoting patent stratagem in Zhejiang Province.This thesis makes use of various research methods, and combines theory and practice, standards and facts so as to analyze patent stratagem thoroughly. In the meantime, it focuses on the analysis of the policy elements in order to construct the channel of strategic framework and explore patent stratagem and plan patent development strategies. This thesis opens a new perspective of the policy research for the problem of patents and builds a new frame of strategic analyses in the hope of putting forward concrete policies for improving the patent stratagem.
