| As we known that the study on the project cost control plays a very important role both in theory and in practice in the cost management, especially, when we want to meet the need of socialist market economy and enforce the management of electricity power construction and deepen the reform in the power infrastructure construction. At present, the main governmental ownership project such as the Department of Defense (USA) request the contractor adopt the Earned Value which is a integrate management method to the schedule control systems criteria and a standard reporting system. Although, some national units start to use PMIS and P3 method in the electricity power station construction and show the great advantage, the Earned Value display some of weakness in large-scale thermal power construction projects—Luohuang power plant phase Ⅲ project due to the difference of the pricing method and management model. This paper tries to use the Earned Value and it's realize way, WBS and P3 software, to make a case study on phase Ⅲ project by compare with phase Ⅱ project of the Luohuang power plant, and hope to find some of the solutions.Firstly, this paper summarizes the pricing principle and dynamic control methods of the project cost. it introduces the "five steps control system", depicts the approach of the quantity evaluation for the Earned Value and it's measure and way of realization. Secondly, this paper study the case of cost control of Luohuang power plant phase Ⅲ project by using the Earned Valued and construct the dynamic model for the cost control purpose, and find the solution to realize the cost control by the supporting of the WBS and P3 software and warp analyzing and rectifying. Thirdly, this paper expatiates the advantages and problems of EV and P3 applied in Luohuang power plant phase Ⅲ project by comparing phase Ⅲ with phase Ⅱ. Finally, this paper brings up the corresponding countermeasure and betterment measure of the cost control for the Luohuang power plant phase Ⅲ project at the given reality.The main research results of this paper are as following: putting forward the ingrate management concept for the Schedule Control Systems Criteria and optimize the dynamic management model for the costing control through using the quantity evaluation methods in Earned Value; utilizing the WBS technology on the Luohuang power plant phase Ⅲ construction project and adopting the P3 software to fulfill the MIS and dynamic control on costing and taking the rectifying method to improve the performance... |
