Research On Assessment Of Technical Innovation Validity In Case Of Co-operation Between Enterprises Under Network Environment

Under network environment, technical innovation is the primary source of competitive advantage for an enterprise, and its importance has been substantially enhanced in the network economic times, compared with that in the traditional economic times. It is agreed that an enterprise's technical innovation performance depends on the index system that shows the factor'network environment, such as the quality of the enterprise's innovation network resources, the co-ordination of the enterprise's internal and external resources, the enterprise's knowledge foundation, and so on. On the other hand, to measure and assess an enterprise's technical innovation is a basic means by which we get to know and grasp the essence and laws of the technical innovations, sum up the innovation experience in a systematic way, and carry out decision making in a scientific way. Moreover, it plays an important part in formulating correct technical innovation policies, upgrading the enterprise's technical innovation level, and reducing the uncertainty in the technical innovation process.Based on the above, this thesis first concludes and presents the theories related to the assessment of the enterprise's technical innovation performance under network environment from angles of both theory and practice, then after analyzing the characteristics of the technical innovation process under network environment, it takes through text analysis the following six respects as the key factors that influence an enterprise's technical innovation performance: interface management, knowledge creation and spread, strategy, institution, organization and culture. The thesis assesses the technical innovation process in the following two aspects - outcome and process, and when assessing the effectiveness of the enterprise's technical innovation process, it focuses its analysis on the two main respects regarding the co-operation on technical innovation– interface management and knowledge creation and spread, and assesses their effectiveness respectively. Besides, on assessment of their effectiveness, it applies different approaches after constructing respectively a comparatively complete and systematic set of assessment system that includes the influential factor'network environment'in accordance with their characteristics that are different to one another. When assessing the outcome of the enterprise's technical innovation, it takes the realization of the commercial benefits from the enterprise's technical innovation as its basis, introduces a new production source, that is, the enterprise's technical innovation knowledge stock, when applying the generalizedproduction function, finds the enterprise's effective production pioneering interface via the extended DEA Model, and works out the enterprise's production function by regression analysis of the effective dots that fall within the production pioneering interface and by removal of the influence caused by stochasticity through statistic approaches. Then by a comparison of the changes to the enterprise's production function in different periods it measures the effectiveness of the outcome of co-operation between the two enterprises involved on technical innovation. This research serves as a basis for the management over the enterprise's technical innovation performance.
