Research On The Investment Activities And Efficiency Of R&D In China's Eastern, Central And Western Regions

Nowadays,With the rapid development of new technologies and the deepening of economic globalization, science and technology have become a key factor for country or region to enhance competitiveness and promote economic growth. As the core of science and technology activities, Development and Research (R&D) activities is the basis of technological development and has a very important position in the technology development strategy. ALL countries are increaseing investment in R&D funding. However, from a regional perspective, regional R&D investment has not improved the imbalance of regional economic growth, the most reason is lack of technological innovation ability. In conditions of limited financial resources, how to improve the efficiency of the regional technological innovation to achieve the efficient allocation of scientific and technological resources and to promote coordinated regional economic development is very important.Based on this, this article from a regional comparative perspective to analyse the R&D investment status of eastern, central and western regions from 2000 to 2009 ,and then usese the model of DEA—Malmquist to analysis the efficiency of regional R&D. Finally, this paper gives the appropriate recommendations to regional economic development.Conclusions:(1)Becasuse of the imbalance of economic growth,there are different levels for R&D input and support, the difference of regional mainly is eastern better than western, and western better than central.(2)The comparative analysis of the efficiency of regional R&D shows that technical efficiency in frontier areas where many of the provinces followed by eastern, western, central. Divide the technical efficiency into technical efficiency and scale efficiency, we can see the technical inefficiency in eastern and western mainly from scale inefficiency and the central region mainly from the pure technical inefficiency. The result of difference variables shows that there are varying degrees of input and output redundancy, indicates that some problems exsit in the management system of three regions's R&D activities and decision-making mechanism.(3)Malmquist productivity index of R&D from high to low is followed the order of central, eastern and western regions from2000 to 2009. The province's analysis shows that the change of total factor productivity is mainly caused by the index of technological progress changes, and technical efficiency does not play a significant role in improving total factor productivity.(4)Among the external factors of influencing R&D investment efficiency ,infrastructure and government action have a greater positive effection on R&D efficiency values, while the level of regional investment, development level and market competition are relatively small.Finally, this study make policy recommendations in order to adjust R&D investment and allocate the R&D resources rationaliy for various regions in China, to provide a reference.
