This paper analyzes the development situation and management system of thehousing buyers guarantee companies, in-depth digging the existing problems in itsoperation. The chapter builds housing home buyers guarantee fully dynamic riskmanagement framework, establishing the essence of the whole dynamic riskmanagement, that is a risk on the understanding of dynamic and the intelligent solution.To explain risk cognition, the paper uses the risk control and dynamic warning, measures response structure, and builds evaluation and early warning model to reflectthe intelligent solution of fully dynamic information, by using the dynamic fuzzy neuralnetwork model constructing.The article gives the construction comprehensive evaluation index system ofguarantee management system, and uses fuzzy analytic hierarchy process to evaluatesystem of fully dynamic risk management which is setting up in the paper. Gettingthrough comparing with the existing management system, the results is that the dynamicrisk management methods defined in this paper reduces the management system of thesystem risk.
