After"The Law on Specialized Farmers Cooperatives"being approved by the Standing Committee of NPC in October of 2006, the Farmers Specialized Cooperatives have been springing up like mushrooms in Chongqing. At the end of 2010, there have been over 10,000 specialized cooperatives registered in Chongqing, the percentage of farmers'joining the cooperatives reaches 26%. In Chongqing, the establishment and development of the Farmers Cooperatives promote the agricultural marketization and industrialization which helps to optimize the agricultural structure. This becomes the engine of building new countryside to help people become richer. However, some troubles impede the cooperative development. For example, some cooperatives grow up too slowly to meet the requirements of the market-oriented economy and some are in the dilemma once they develop to a large scale. One of the main reasons for this phenomenon is the lack of well-educated and skilled professional people who are good at managing and cooperating with others.The leaders of cooperatives are selected from two ways: one is to be introduced outsiders and the other is the internal development. At present, it is not possible to introduce the talented from other working fields and moreover because the incumbent cooperative leaders are not capable enough to play the leading role, it is necessary to attach more importance to the training for the proper persons and the pertinence, scientificity and the effectiveness of the training as well. This research report explores the establishment of the training system of Chongqing farmers specialized cooperatives leaders by applying the Competency Model, orienting to optimizing the training program.This report firstly gives the definition of"cooperative leader","competency", summarizes the domestic and overseas research achievement about the"competency model"and"cooperative talents training", then current training situation and the existing problems of Chongqing Farmers Specialized Cooperatives leaders and its reasons are analyzed according to the professional documents, the materials and data by questionnaire survey and field investigation. Next two groups of leaders are selected: one refers to people with good performance and the other with common performance. After these people being interviewed by means of BEI, Chongqing cooperative leaders competency model is built by combining the cooperative characteristic and the cooperative development outlook. Finally, the required leaders'competency is concluded by comparing with the model. Accordingly, the training system is constructed including training objectives, training plans, training implement and control and the training effect evaluation. All of these can make the training program more pertinent and effective and provide the theoretical guidance for the training of Chongqing farmers specialized cooperatives leaders.
