Based on combing and analyzing the iterature, this paper focuses on empirical research of seasonality,and analyzes the development processes of Hailing island's tourism with SWOT method in order to exert the advantage, overcome the disadvantage, take the opportunity and eliminate the menaee.Firstly, This paper makes a questionnaire to 183 tourists and on-the-spot interviews to 26 enterprises .and found that supply factors such as climate comfort, location, tourism and image positioning, accessibility, information and demand factors including leisure time, disposable income, tourism purposes led to the tourism seasonality of the Hailing island.Secondly, by using the mathematical statistics of time series and variance theory, The paper make a detailed approximate analysis through constructing the model of seasonality, and he results showed that the Hailing island has obviously seasonality. The busy season is from May to September and the off-season is no less than 6 months which takes more than 50% of the whole year, and the difference of seasonality tourism is more and more obviously.Furthermore, the article analyzes the heavy influences that the seasonality tourism has taken to the local tourism enterprises, tourism practitioners, government departments, environment, tourists and the local social economy.Finally, from the regional level, the article proposes the local response to tourism seasonality, and finds out the l policy of local response from the perspective of government departments, tourism enterprises, tourism operators, community residents and tourists to relieve the seasonality fluctuation between the off season and busy season. Hopes it can really help to solve the difficulties faced by the local government and enable the Hailing island tourism to obtain the a rapid and sustainable development.
