Hubei Second Electric Power Construction Engineering Company (HEPSEC) is a thermal power construction enterprise. The project management, in particular the schedule management, determines its position in the fierce market competition. The first step, it make schedule in project management, and then dynamically adjusted the plan according the project. However, the large-scale projects become more and more complex.The factors of constraint are so many. It is a common to effectively control progress of the project in the Program Evaluation and Review Technique (PERT) and critical path method (CPM). on this basis, Dr.Goldratt applied TOC theory in project management, developed project management technology based on critical chain theory.In this thesis, the author introduced background about HEPSEC in macro environment, the overseas market, the internal business model and so on. Second, the author systematically introduced TOC theory developed history, concepts and the composition of TOC. TOC applied to the project management is the critical chain.The third step, HEPSEC is taken as a example in this article and analysis the problem in project schedule management tool by the Cause Effect Graphics in quality management tools and make detail analysis in major problem by the Pareto.The fourth step, the author analysis the project management by CPM in HEPSEC, the author pointing out the shortcoming of CPM, and compared the PERT and critical chain.Then author make detail introduce about setting buffer size.Finally, the author, to HuangShi XiSaiShan Power Plant Project schedule management as an example analyzed of the schedule management by Earned Value Management(EVM)and CPM, then by critical chain method.At the last, this thesis evaluated with two results. Finally conclusions are as follows, after setting the project buffer, project management is more perfect, the programme duration could be saved two weeks.Study on the Application of Critical Chain in the Project Schedule Managemant is preliminary in this thesis. Then the critical chain technology need to promote, and make a more scientific to identify critical chain and setting the project buffer according to the project actual situation.
