| With the rapid development of our country's economics, the requirements of the oil, gas and other energies are more urgency. It is the important to speedup the energy development in order to make sure the economy develop stably. Based on the analysis of programme management theories and relevent international and domestic researches, this paper performs a study on the programme management mode of the CE Company in the offshore oil & gas fields'development and construction. In the thesis, the author mainly focus on the studies of the CE Company resource-constrained programme management applications and the establishment background in the form of matrix organization, and the basis of the processes and patterns, to illustrate the importance of the integrated management and collaborative management in programme management mode and the application on integrated process of programme management with Primavera 6.0 softer ware in CE Company.Aiming at the existing problems on project changes caused by interacting projects, the wastes caused by the large-scale demobilization of resources, the confusion of the working interface between programme and project management organization (PMO) and the lack of concern on issues such as scarce resources in programme, this paper gives some advieces and recommendations for improvement. Based on the analysis of existing problems, the author innovates and improves the CE programme management mode through sub-programme management mode in CE Bohai oil field pipeline laying process together with the colleagues. Meanwhile, with the organization and management mode, the shortage of the offshore pipe-laying vessel problems is solved. The thesis analyzes and stuies on the construction principles, integrated management, contract mode and change solution of sub-programme management mode. Based on the analysis, the author puts forward the necessity of applying the programme management mode to the international offshore oil fields development and construction projects, bringing into the very mode applied to the international oil fields development programme management for further analysis and research in the future practice. |
