| With our national reform and open policy ,in 1991,Xinjiang met the golden opportunity—carrying open policy following frontier into execution .So Xinjiang became the first station of open to the west. At the same time, Xinjiang brought vigorously stratagem of advantage resource conversion into effect. After executing these policies ,Xinjiang economy and people′s living condition increased fast, and society changed notably.How much these economy policies contributed to development of Xinjiang economy? It isn't extremely discontented that some academicians explained grossly that problem from whole productivity. But this is relation to whether we can answer the problem that what is the impetus of Xinjiang economy. As national resource and multi-ethnic region, Xinjiang also is undeveloped region. If such problem is not well answered, they will not only directly affect making out next stratagem of economic development, social stability and national unity, but also will impact 20 million people's living conditions, even the level of economic development throughout the country. Thus, it is very important to research the function of Xinjiang′s economic policies .Based on summing up preceding theory and means of new institutional economics ,the text ,answering the problem what status and function of economic policies are in Xinjiang′s economic development, has two angles. one is based on quality. Therefore, supposing the impetus of economic polices is numbered, through observing whether the increase of economic elements has phase character, we can ascertain the function of economic policies. The other is based on quantity. For this purpose, forming a index system and making it use of synthesizing policy variable, and with employment﹑capital and technique, we use the policy variable regress to economic increase. The result shows the Xinjiang′s development depending on capital, though it is essential for development that the government Makes out appropriate policies, and uses it flexibly. |
