Research On New Type Of Rural Social Endomwnet Insurance In Shahe Piot

With the transitions of the rural society, traditional family support and land support have reduced slowly. It's quite necessary to establish and perfect the social pension insurance of the rural society which can be fit for the development of the social economy. It's an important measure of carrying out the scientific development perspective and building a new socialist countryside, but also the important content of building a harmonious socialist society.Since 2009, the Nation has made a pilot project for a new rural pension insurance system and expanded it gradually, expecting to cover all the rural residents in 2020 and building a social security system which can cover both of the urban and rural residents. Therefore, how to popularize the new-type pension insurance system in the wide rural areas is a question we should take into consideration, moreover, this is also an understanding and implementation for the spirit of 17th Party Congress. It's even a realistic requirement of perfecting rural social security system, solving the difficulties of the rural society as well as improving the rural pension security. Based on the research of the pilot project for a new rural pension insurance system in Shahe City, this thesis analyzes the problems and reasons of it, and then presents a specific solutions and suggestions through borrowing the successful experiences from other pilot project. As follows:Chapter one introduces the concept and theoretical basis of the new rural pension insurance Chapter two based on the current available data, it elaborates the current situation of the new rural social pension insurance in Shahe City from the aspects of institutional mode, financing mode, fund management mode, payment of benefits and so on. In addition, it also analyzes the existing problems of the pilot project in Shahe, for instance, limited coverage of the new rural insurance, impact on the pension insurance in urban enterprises, depriving some right of aged people's treatment. At the end of this chapter, the author focuses on the reason of the existing problems. Chapter three, in this chapter, analyzes the persistence of the new type rural social pension insurance in Shahe from two points of view, peasant's ability of participation in social insurance scheme and support of the government. This can be the basis of the solutions. Chapter four it focuses on the practice in some typical regions and obtains some useful experiences. As the last part of this thesis, the author presents relevant solutions of the new rural social pension insurance system in Shahe through improving the government support and the peasant's awareness of social pension insurance.
