Nowadays, International Trade in Services is showing its worldwide growth, which has an extremely fast speed. As the state organ which is responsible for the control over inbound and outbound activities through the Customs territory, China Customs has played a positive role in accelerating the development of International Service Trade. In Shanghai, where has the fastest development of the International Trade in Services within China, late-model International Trade Services such as express mail transport, cruise travelling, exhibition, culture and also sports have become the pillar to take the led of development of Shanghai economy. Shanghai Customs should give more supports to the mentioned late-model International Trade in Services, try to improve the weaknesses within the current Customs functions, and make contributions to next round take-off of Shanghai International Trade in Services.This thesis is divided into five parts. First part is introduction, which states the background and purpose of the thesis and constructs the research methods and the train of thoughts. Second part is the related concepts and theory bases, which states the related concepts of international trade in services and customs functions, clarifies the relationship between international trade in services and customs functions, provides the development situation of Shanghai late-model international trade in services, and emphasizes the important role of late-model international trade in services on promoting the development of Shanghai economy. Third part is the current situation and existing problems of the Shanghai Customs functions in the development of late-model international trade in services, which states the current situation of Shanghai Customs functions towards late-model international trade in services, raises the existing problems and analyzes the reasons for those problems. Fourth part is experiences of international customs on developing late-model international trade in services, which states the practices taken by World Customs Organization and foreign customs on promoting late-model international trade in services and provides the references on improving the Shanghai Customs functions. Fifth part is the counterplans and suggestions on improving the Shanghai Customs functions towards late-model international trade in services, which researches to raise the counterplans and suggestions to improving the weaknesses of Shanghai Customs functions towards late-model international services, in order to make Shanghai Customs provide more convenient services while improving the control efficiency and promoting the further development of Shanghai late-model international trade in services.
