The Research Of Encouraging Policy Of Multinational Corporations' Regional Headquarters In Shanghai

With quick process of reform and development and the improvement of the market-orientated economic system, foreign investment has played an important role as an engine for the development of China's economy. Regional headquarters of multinational corporations', as a new field for foreign investment into China, has attracted quantities of interests from the experts and scholars to research and deliver their viewpoints on the development, statement and influence to China's economy from different angles.As one of the cities in China which enjoyed the fastest development of regional headquarters of multinational corporations, Shanghai attracted attention of many researchers. The author uses this as basis for regional headquarters of multinational corporations'location choice as the angle, give analysis on advantage of Shanghai when attracting multinational regional headquarters such as infrastructure, business facilities, R&D capabilities, professional services and government services. Meanwhile, this article also elaborates that the development of regional headquarters has played a positive role in upgrading the industrial structure and innovation of Shanghai.The author in search of relevant literature and research found that the current study for the regional headquarters of multinational corporations more focused on significance of regional headquarters, location selection, the less involved the government's policy for the regional headquarters of multinational companies.Therefore, the author tries through government policy perspective, analysis on how to promote the development of regional headquarters of multinational companies.This article reviews policies of the Shanghai Municipal Government that aims to encourage the development of multinational corporations'headquarters, analyze the characteristics of current government incentive policies and problems. And therefore how to improve the regional headquarters of multinational companies in Shanghai to make the appropriate incentives to think made some suggestions.
