The Study On Land Ticket Trade Model Optimization Based On Transfer Of Development Right In Chongqing

On december 4th 2008, the first Rural Land Exchange was established in Chongqing, as the trading platform of land tictets . The model of land ticket trade was the exploring about land reform under the backgroud of balancing urban and rural, the innovation practice of transfer of development rights(TDR) in China. On the one hand it relieve the bottleneck problem of the urban construction land in the process of urbanization, on the other hand it liquidize the low utilization rate of rural land. The model optimizes the land resource allocation, re-feeding the rural areas by using the develoment of urbanization, so the peasants of remote areas could enjoy the economic achievement. The thesis takes the land ticket trade model as the research object, theoretical analysis is employed in the risk analysis, by combining the practice of TDR, put forward the optimized suggestions, enable the operation healthy, stable and orderly of the land ticket trade model in Chongqing, provide advisory opinions for establishing a unified urban and rural land market.This paper takes the theory of TDR as the starting point, expounding the land ticket trade model is a system innovation. It exist defects and risks because it is a new system about of land reform. This paper analyze the land ticket trade model from horizontal and vertical angles, in which the horizontal analysis is about the income distribution, the ren-seeking and the effects on land ticket trade among the participation subjects; the vertical analysis is about the system defects in the trading, including the unclear land property rights, bipartite system of construction land, the quality of reclamation farmland is hard to be guaranteed, and propose the advoiding orientations. Meanwhile, analyze the reasons why the land ticket trade model in Chengdu was stopped by the central government, using the experience for reference, introducing TDR system into the land ticket trade model, put forward some detailed recommendations, such as newly added the development right in law, perfect the distribution and supervision mechanisms, strengthen the cohesion between land use planning and urban planning.At last, the paper prospect on land ticket trade model of Chongqing, mainly on the opening of secondary market and the mortgage of land ticket, put forward the operation mechanism, improve the fluidity of land ticket, so it is favorable to make the land ticket become the securities in a real sense, and propose a new idea for the financing of rural finance.Although the land ticket trade model of Chongqing achieve preliminary success under the backgroud of balancing urban and rural, it still has a long way to extend the successful experience to other cities, it should insist on the scientific development view, step by step, promote the long-term development of balancing urban and rural areas. ?...
