The Study On The Effect Of Foreign Direct Investment To Energy Saving And Emission Reduction Of Hebei Province

Energy saving and emission reduction is the demand of the development of low-carbon economy, and in accordance with the demand, Hebei Province is trying its best to realize the goal of Energy saving and emission reduction. To speed up the process, we should change the economic development models completely and optimize and update industrial structures.Therefore, it demands that all kinds of main economic activities should agree with the changes in the economic development models. FDI should also agree with the changes and take part in the activities of saving energy and reducing emissions in Hebei Province. At the same time, how to make full use of the advanced technology and experience of developed countries in the energy saving and emission reduction and promote the implementation of energy saving and emission reduction, has important research and practical significance. This thesis discusses how to improve the technical effects, structural effects and environmental effects of FDI to promote the development of saving energy and reducing emissions.Thesis analyzes the double impacts of FDI in energy saving and emission reduction in Hebei province. It comes to a conclusion that with the increase of FDI and mainly in secondary industry in Hebei Province, FDI investment in energy saving and emission reduction in Hebei has a negative influence in the case of the same level of technology. Meanwhile, it thinks that FDI has some great advantages and potentials. So, it furthers the analysis of the role of FDI in energy saving and emission reduction in Hebei. It also discusses the causal relationship and trends among FDI, energy consumption in Hebei and waste emissions. The results confirmed that FDI in Hebei Province has a negative effect on energy saving and emission reduction.Therefore, on the basis of analysis, the thesis is then on how to increase the impact of FDI in energy saving and emission reduction in Hebei. It proposes that in order to make FDI play an active role in energy saving and emission reduction and accelerate its implementation process in Hebei, the government should carry out the following measures: improve FDI structures by Investment selection, increase the role of technological innovation of FDI, carry out international exchange and cooperation, and etc.
