For guidance on the management and enterprise core competitiveness theory, the paper analyzes the status of the core competitiveness of the rare earth enterprise and the operational characteristics and regular. Combining with clad steel rare-earth actual and characteristics the paper establishes core competitiveness evaluation index system and evaluation model from eight aspects and 28 detailed evaluation indexes.Calculating the core competitiveness of clad steel rare earth each index's score through the analytic hierarchy process, concludes that clad steel rare-earth overall core competitiveness in a general level, need to ascend. Meanwhile thoroughly discusses training, enhancing and maintaining the clad rare earth enterprise core competitive ability targeting for the weak link of Baotou rare-earth enterprise development, technology innovation ability and so on. Thereby it guides the rare enterprise to combine their own characteristics, based on China's actual conditions and follow their own development laws to improve the enterprises core competitiveness and the whole competitive strength, so as to realize the sustainable development of the rare earth industry.
