Development new products of steel slag comprehensive utilization, is one of the five key development of MCC BAOSTEEL TECHNOLOGY SERVICE CO.,LTD(as Zhongbao)"3th five-year plan", is the key of realizing technology industrialization transformation, will become the new economic growth, at the same time, conform to the state advocates scientific development concept of low carbon, environmental protection and sustainable. However, because of the new products development of steel slag lack of scientific project management system, new products development has low success, long development cycle rate, low market share.The article firstly analyzes the development process of existing product of Zhongbao and finds out several existing problems. In connection to the characteristics of steel slag product and according to Zhongbao existing conditions and the relative theory of process management of new product development, in the article, the process of steel slag new product development is divided into four stages; strategic positioning, selection of new development system, execution of new product development and application of new product. The article analyzes the management methods in the four stages and tries to find out the problems so as to provide a suitable management method for environmental steel slag porous concrete development of Zhongbao. During strategic positioning, first analyze the development environment of steel slag comprehensive utilization project. During each stage, the relevant management method is executed and a suitable strategy is formed finally for environmental steel slag concrete development of Zhongbao. During stage of selection of item and working out idea of new product, combined with the new product life cycle theory, using development management method such as interest measurement technology, economic evaluation method, modular management and so on, select and evaluate the new project. During product development and execution, the article points out the main problem, such as long development period and the developed product not suiTable for market requirements etc. The article put forward the trans-organization organization model and design a new development management processes, design and test new product according to the construction field standard, find the market suitable to new product characteristics of slag. At last, combined with engineering practice of steel slag applying to the"SHANGHAI 2010 EXPO"garden as porous concrete pavement, practice the development strategy and management mode.
