| With the comprehensive national strength of China, there are many construction projects of diplomatic compounds in our country with the enormous investment but the study on the control of project costs falls behind. For a long term, in China, cost management of construction projects was concentrated on the cost budget and static control. With the extension of modern project management theory and the accumulation of practice experience on construction projects, it is gradually recognized that the traditional cost management theory is not all-sided, and in place of it is the systemic, all-sided and dynamic cost management method and idea.In this dissertation, the history of construction project cost management and research actuality domestic and oversea has been reviewed, and subsequently the difference between the cost management of construction project of diplomatic compounds research domestic and oversea. At the same time, the content, principle and application of cost management theory is introduced. The paper discussed the cause of the existing problems in construction project cost control of Chinese diplomatic compounds, and pointed out the effective management method of project cost control. With the advanced control within the main phases of the project investment control, the dynamic control, contract management, and personnel management, the owner in the core position may approach the goal.By the analysis in the cost control theory, this paper enumerates the effects of engineering value theory on the cost control. On the research of the project cost control theory, this paper uses the Earned Value Method to explain how to conduct the cost control through analyzing the various parameters of Earned Value Method.Lastly this Paper analyzes the dynamic control which was applied the project cost control in combination with the Project Practice, and the good economic returns was obtained. And in the end,it proves the possibility and effectuations of this Project cost control system. |
